- Request for approval in concept to lease 8.5 or more acre site at 300 Canal Street for
the purpose of establishing and operating an asphalt production and sales facility
including ancillary uses for recycling concrete and asphalt, storage of road oils and
emulsions, storage of equipment, and sales and administrative support.

- Presentation of the Minter Field Air Museum Annual Accomplishments for 2007. Information
item only.
- Request by Andy Sharp to pay his Lease Agreement rent at 623 Vultee Street for the full
twenty years in advance in a lump sum, estimated at $32,880.
CSA 045-08 Amended
- Request acceptance of the FAA release of 44.7 acres + located on the west side of the]
Friant Kern Canal, and authorize the President to execute the Instrument of Release.
- Request for acceptance of Letter of Expression in the amount of $2 million from United
Security Bank to serve as advance construction funds for the EDA Wastewater Treatment
Facility demolition and reclamation, and the construction of a sewer trunk line.

- Request authorization to apply for a State Division of Aeronautics Acquisition and
Development Grant in the amount of $498,333 ($448,500 in State funding and $49,833 in
District match) for the Design and Engineering for Runway 12/30 Runway Protection Zone
and Environmental.

- Presentation of Ballot for California Special Districts Association 2008 Board elections
for voting by the Board.
- Presentation of Disadvantaged Business Enterprise Program and the FY 2007-2008 Updated
Disadvantaged Business Enterprise Program Goals and Methodology Report, for adoption and
submittal to the Federal Aviation Administration.

BOARD MEETING RESULTS
Results of August 13, 2008.
- The Board approved in concept a project to lease 8.5 or more acres at 300 Canal Street
amd authorized staff to continue working towards a development agreement and eventual
development of the property.
- The Board received the Minter Field Air Museum's Annuall Accomplishments for 2007 as an
information item only.
- The Board accepted a proposal by Andy Sharp to prepay his twenty year lease rent for 623 Vultee
without prejudice.
- The Board accepted and executed the FAA Instrument of Release for the 44.7 acres exchanged with
Paramount Farms in Augsut of 2000.
- An authorization for staff to apply for a State Division of Aeronautics Acquisition and Development
loan in the amount of $498,333 for the Design and Engineering for Runway 12/30 Runway Protection
Zone and Environmental was given by the Board.
- TheDistrict's Disadvantaged Business Enterprise Program and the FY2007-2008 Updated Disadvantaged
Business enterprise Program Goasl and Methodology Report were adopted by the Board for submittal
to the FAA.
NEWSLETTER-THE FLYER
DISTRICT NEWS
DISTRICT ELECTIONS
The filing period for candidates to run for the three seats on the Board of the District closed on
August 8, 2008. The seat will appear on the November ballot in the District voting area of the
Richland School District.
EAST INDUSTRIAL PARK
The City of Shafter is installing a signal light at the new intersection of North American and Lerdo Hwy.
Please use caution during the construction period. This will be a welcome addition during the upcoming
fog season.
With the completion of improvements at 5209 Minter Field Avenue in Minter Village, two of the three offices
are now occupied. A third office, consisting of 520 sq. ft., is still for lease.
AIRPORT NEWS
AIRPORT IMPROVEMENT PROJECTS
FAA GRANT CONSTRUCTION
The long awaited for Airport Improvement grant from the FAA has been received and construction
is underway on taxiways and access roads in the hangar areas. The total amount of of the grant is
$566,396.00. Along with this work, the District is extending water and sewer in areas that had not
previously been served. The District thanks the tenants for their patience and cooperation during
the construction. Again, please use caution in the construction zones.
