MISSION STATEMENT

The Mission of the Minter Field Airport District (MFAD) is to provide an airport for the General Aviation community that is safe, FAA compliant, efficient and fiscally responsible to the public.

MFAD shall provide its employees a safe work environment and support equal opportunity for all.

MFAD will ensure that lease and rental rates remain competitive with the surrounding area and maintain the industrial and airport facility in accordance with local, state and federal requirements, while promoting successful business ventures and fair and equal treatment of all tenants.

MINTER FIELD AIRPORT DISTRICT

The District was formed in 1985 by interested tenants and aviation members of the local community. The District is an independent special district sanctioned under California law for the performance of local government functions within specified boundaries. The agency name identifies with the services provided for a high level of accountability and responsibility to the public. According to the State Legislative Analyst, independent special districts have consistently shown the slowest rate of spending growth for local governments. Independent special districts are independently audited, and subject to state and public scrutiny like other forms of local government.

YOUR DISTRICT ORGANIZATION

The Board of Directors is composed of five members elected from the local area, on a non-partisan basis to serve 4-year staggered terms. It is the Board's responsibility to adopt resolutions and policies necessary for governing the affairs of the District. The regular meeting of your Board of Directors is a vital part of the democratic process in the conduct of the District's affairs. These meetings are open to the public and conducted by these elected representatives who are responsible as a body for the operation of the District. The Board appreciates your interest and urges your participation in District matters.

Meetings of the Board of Directors are held in the Board Room in the District Administration Building, 201 Aviation Street, Shafter Airport, on the second and fourth Wednesday of each month at 5:00 p.m.

PUBLIC REQUESTS: If you have a matter which you wish to place before the Board of Directors, you may send a written communication addressed to the General Manager. ITEMS FOR THE AGENDA MUST BE RECEIVED IN THE DISTRICT OFFICE NO LATER THAN 5:00 P.M. WEDNESDAY OF THE WEEK PRIOR TO THE BOARD MEETING. Should you desire your comments to appear in the minutes verbatim, then you must submit your typewritten comments to the District Staff at or before the meeting.

PUBLIC PRESENTATIONS: Persons desiring to address the Board on any matter not on the Agenda and over which the Board has jurisdiction may do so under this portion of the Agenda. Speakers are limited to two minutes. No action will be taken at a Board Meeting at which an issue is presented unless it is an emergency matter; however, it may be referred to District Staff for review or action.

HEARINGS: Proponents and opponents may address the Board. THE MOST EFFECTIVE WAY OF COMMUNICATING YOUR THOUGHTS TO THE BOARD ON PUBLIC HEARING MATTERS IS BY SUBMITTING SUCH IN WRITTEN FORM, PREFERABLY NO LATER THAN 5:00 P.M. WEDNESDAY OF THE WEEK PRIOR TO THE BOARD MEETING IN ORDER THAT YOUR COMMUNICATION MAY BE REPRODUCED AND SENT OUT WITH THE AGENDA PACKETS.
